Is it possible to lend a credit card but then report the charges as fraudulent b/c you did not authorize the borrowee to make as large a debt as she did, i.e. is the burden on ME to prove that I did not willingly lend the card or does her using the credit card in a store (with cams) automatically make her a fraudster ? thanks for your input

It is never ever a good idea to lend anyone your credit card. With most credit cards now a days if you are going to report that there has been fraudulent activity on your credit card they ask you file a police report detailing the theft. When you do this, the police then can investigate and possibly tie the use of the card back to your friend. If your friend tells them that you loaned her the card, you will probably be in some serious trouble. Not only will you be charged with filing a false report, you can be charged with accessory to credit card fraud.
If you are not approving the amount your friend charged on your credit card, you should take her to court to sue her for the amount owed. References :

Since you gave your friend the card, you are responsible for all the charges. Your only option would be to pay off the card and sue your friend in small claims to get reimbursed for her charges.
